RECOMMENDATION
Staff recommends that Council approve the award for the purchase of chlorine from Hawkins Inc.
BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)
Chlorine gas is used in the water treatment process to disinfect the water prior to distribution. The current contract for gas chlorine expires August 10th, 2024 and staff requested bids for a new contract. The Public Works Department advertised bids in the Yellowstone County News and on the city's website. Bids were opened on July 16th, 2024 and three bids were received. Hawkins Inc. submitted the lowest, responsible bid.
ALTERNATIVES
City Council may:
- Approve the award for the purchase of chlorine from Hawkins, Inc.; or,
- Not approve the award with Hawkins, Inc. If City Council does not approve, chlorine will need to be purchased at market prices multiple times per month resulting in additional cost.
FISCAL EFFECTS
The following bids were received:
Assuming the City purchases 100 one-ton cylinders and 60 150-lb cylinders per year, the total expense for chlorine would be $258,200. Chlorine was included in the FY25 Water Fund budget. There is sufficient budget to award this contract.
