RECOMMENDATION
Staff recommends that the City Council approve the purchase of three (3) 2023 Ford Interceptor SUV vehicles from Duval Ford in the amount of $292,495.56 and the (1) Community Service Officer Pickup from Billion Auto Group in the amount of $73,548.
BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)
The State of Montana conducts an annual competitive bidding process for law enforcement vehicles. Pursuant to MCA 18-4-402, local government agencies are permitted to take advantage of the cost savings realized by the State's purchasing volume. Cooperative purchasers benefit by purchasing through State term contracts through cost savings, expedited order processing, as well as insuring all procurement is completed via proper procurement rules governed by the State and City. The Billings Police Department wishes to purchase (3) Patrol SUV's at $48,627.52 plus equipment at $48,871 per State Bid of a total of $97,498.52 per unit and $292,495.56 for all three.
Fleet Services received quotes for the Community Service Vehicle pickup. The lowest quote was Billion Auto Group at $39,898 for the pickup and $33,650 for the equipment, totaling $73,495.56.
Staff is requesting that the City Council approve the purchase of the (3) 2023 Ford Interceptor SUV vehicles from Duval Ford and (1) Community Service Officer pickup for a total of $366,043.56.

ALTERNATIVES
City Council may:
- Approve the purchase of the 3 vehicles from Duval Ford and 1 Pickup from Billion Auto Group; or,
- Not Approve the purchase of the 3 vehicles from Duval Ford and 1 Pickup from Billion Auto Group and provide further direction to staff.
FISCAL EFFECTS
Budget authority for the vehicle purchase has been moved from personnel services to vehicles to accommodate the purchase.
