RECOMMENDATION
Staff recommends City Council award a contract to COP Construction for W.O. 24-08: Hesper Sewer - Shiloh Road to South 48th Street West, Schedules 1 and 2A, in the amount of $2,063,293.
BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)
W.O. 24-08: Hesper Sewer - Shiloh Road to South 48th Street West (the project) will install a 24-inch diameter sanitary sewer pipe, sewer service stubs, and other appurtenances associated with the sanitary sewer, along Hesper Road between South 48th Street West and Shiloh Road. The immediate need for the project is to ensure a sewer conveyance system is available to the West End Water Treatment Plant (WEWTP) when it comes online.
This section of the sanitary sewer system was evaluated as part of the 2020 Wastewater Master Plan update, completed by Morrison-Maierle, Inc., and is sized according to future service area population projections. The service area extends from Shiloh Road to South 72nd Street West. The project to be awarded will extend beyond the WEWTP far enough through the City property so that future reservoir and water piping systems are not impacted by future sewer main extensions. Staff bid two alternates for a portion of the project, Schedules 2A and 2B to determine if there would be a significant cost savings with Alternate 2B. Alternate 2B is an alignment jogging out of Hesper Road requiring fill and an additional approach to access the sewer for maintenance. As bid, the Schedule 2B cost savings are $2,163, but requires future costs to raise manholes. Alternate 2A constructs the sewer along a standard alignment along Hesper Road, does not require future costs to raise sewer manholes when the reservoir is complete, utilizes native gravels to support the sewer pipe, and does not require an additional approach to Hesper Road for sewer maintenance. Considering costs and technical reasons, Staff recommends awarding Schedules 1 and 2A.
The project was advertised on June 28, July 05, 12, 19, 25, and August 02, 2024, in the Yellowstone County News, QuestCDN, and on the City's website. Bids were opened August 06, 2024. Three bids were received. COP Construction submitted the lowest, responsible bid for Schedules I and 2A.

ALTERNATIVES
City Council may:
- Award W.O. 24-08: Hesper Sewer - Shiloh Road to South 48th Street West, Schedules 1 and 2A, to COP Construction in the amount of $2,063,293.00; or,
- Do not award a contract and reject all bids. If the contract is not awarded, a wastewater conveyance system will not be constructed, leaving the West End Water Treatment plant without City sanitary sewer service upon completion.

The project was budgeted in FY 25 using Wastewater Funds in the amount of $3,800,000. There is an adequate budget remaining to award the project and provide for construction administration and inspection, materials testing, construction, and any change orders.
