PROBLEM/ISSUE STATEMENT
Becco General Construction Services constructed this project, which included replacing 730 lineal feet of 4-inch and 2-inch water line on the Waste Water Treatment Plant Site and directional drilling a water line across Alkali Creek to tie into the water line on the Metra Park side of the creek.
During the directional drilling across Alkali Creek, Becco General encountered 3 ft. to 4 ft. diameter rocks within Alkali Creek which delayed the drilling and required Becco General to remove the rocks with an excavator. The bore logs on both sides of the creek in the geotechnical report indicate that rock greater than 6 inches was present. However, Becco General could not have foreseen the rock sizes of 3 ft. to 4 ft. diameter and has requested a change in contract price based on the time required to remove the rocks with the excavator so that it could continue the boring operation. Staff is requesting that City Council approve this change order because the combined total of all change orders exceeds 10% of the original contract price and therefore, the City Administrator may not approve this final change.

ALTERNATIVES ANALYZED
The Council may:
- Approve Change Order #5 and increase the contract amount to $651,929.40; or
- Reject Change Order #5 and not approve the increase in contract amount for W.O. 09-08.

RECOMMENDATION
Staff recommends that Council approve Change Order #5 for W.O. 09-08 WWTP Water Line Replacement with Becco General in the amount of $11,362.82.
