RECOMMENDATION
Staff recommends that the City Council award a construction contract for the W.O. 19-42: West End Water Treatment Plant Transmission Main, Phase 1 to Askin Construction, LLC. in the amount of $1,874,960.
BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)
The W.O. 19-42: West End Water Treatment Plant (WEWTP) Transmission Main will deliver treated water from the future WEWTP to the City's distribution system at the intersection of King Avenue West and South 44th Street West. Construction will be phased, since Phase 2 and 3 of the transmission main pass through the City's reservoir property, and reservoir design is still being developed.
Phase 1 of the project under current consideration would extend approximately 2,570 feet of 36-inch diameter ductile iron water main south from King Avenue West to just beyond Hogans Slough, along 44th Street West. Phase 1 is not located on the reservoir site and is, therefore, unaffected by the reservoir design.
This project was advertised on July 19, July 26, August 2, August 9, and August 16 in the Yellowstone County News, QuestCDN and the City's website. Bids were opened on August 20, 2024. Three bids were received. Staff reviewed the bids, and they are under the Engineer's Estimate for project. Askin Construction, LLC. submitted the lowest, responsible bid.

ALTERNATIVES
City Council may:
- Approve W.O. 19-42: West End Water Treatment Plant Transmission Main, Phase 1 award to Askin Construction in the amount of $1,874,960.00; or,
- Not approve the award of a contract. If the project is not awarded, water produced by the WEWTP will not be able to be delivered to the City's distribution system.

The Zone 3 Water Main transmission project, including this phase, was budgeted in FY25 using Water Funds in the amount of $4,000,000. The remaining budget will be used to construct the remainder of the pipeline and for construction engineering services. There is an adequate budget to award the project.
