RECOMMENDATION
Staff recommends the City Council approve a professional engineering services contract amendment for the construction contract administration of W.O. 24-38, Wicks Lane Storm Improvements, to Performance Engineering, LLC. in the amount of $212,365.
BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)
W.O. 24-38, Wicks Lane Storm Improvements is a regional drainage project that installs storm drain infrastructure in Wicks Lane from approximately Moose Hollow Road to the stormwater outfall located just east of River View Drive. Another project was completed earlier this year and installed a storm drain trunk main in Bitterroot Drive from N. Cherry Hills Loop to Wicks Lane and Wicks Lane from Bitterroot Drive to Moose Hollow Road. Contract Amendment No. 1 consists of performing the construction contract administration and associated services for the project. These professional services include construction survey, materials testing, construction observation, construction contract administration, and project closeout. These services were scoped after the construction contract duration was known following the design and bidding of the project. Staff reviewed the consultant scope of services and fee relative to the proposed construction. The scope of work and fee is commensurate with the construction schedule, which is driven by a slow construction rate for the deep, large-diameter storm drain adjacent to an existing water main.
ALTERNATIVES
City Council may:
- Approve W.O. 24-38, Wicks Lane Storm Improvements, Professional Engineering Services Contract Amendment No. 1 with Performance Engineering, LLC. in the amount of $212,365; or,
- Not approve Contract Amendment No. 1 with Performance Engineering, LLC. If this contract is not awarded, the construction project would be completed without construction management and inspection, which is not recommended.
FISCAL EFFECTS
The project was budgeted in FY25 using Storm Funds and State-Local Infrastructure Partnership Act grant funds in the amount of $2,369,509. Considering the previously encumbered amount of $1,868,911.00 for construction, there is sufficient budget in the Storm Fund to award the $212,365 contract amendment.
