RECOMMENDATION
Staff recommends a motion to approve a memorandum of understanding between City of Billings, Par-3 Golf Course, and Sunset Memorial Gardens to establish an irrigation supply line maintenance fund.
BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)
Mountview Cemetery, Par-3 Golf Course, and Sunset Memorial Gardens share an irrigation supply line. The irrigation line originates at Billings Bench Water Association ditch near Stewart Park, runs under Central Ave for 1.5 miles, and terminates at Mountview Cemetery.
The irrigation line was installed in the 1960's, and is constructed of 10' sections of concrete pipe. The couplings connecting the sections of pipe have started to fail. When a coupling fails, irrigation water is released under Central Ave, and must be repaired before it damages the roadway. Each repair costs approximately $25k. Repair costs are divided up among the users based on acreage irrigated. The City pays for 47.1%, Par-3 pays 34.4%, and Sunset pays 18.5%. Since we don't know when a coupling will fail, these repairs are difficult to plan for in the affected parties' budget. Staff is recommending approval of this MOU to formalize all irrigation line users' responsibilities, and to establish a maintenance/repair fund to reduce the fiscal effect of these unplanned repairs.

FISCAL EFFECTS
Annually, users will contribute a total of $10k to the irrigation supply line maintenance/repair fund in order to reduce the fiscal strain of performing repairs that could not be budgeted for.

Recommend approval of MOU, establishing a maintenance/repair fund for irrigation supply line, in order to reduce fiscal strain on users when repairs are required.
