RECOMMENDATION
Staff recommends that Council approve and award a contract for architectural and structural repairs at Park One, 1st Ave N., and Park Three parking structures to Centennial Concrete and Waterproofing, LLC for $339,531.00
BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)
Due to the amount of use and exposure to elements, it is industry best practice to conduct regular audits of parking garages and ensure routine repairs are being completed per engineers’ recommendations. The last condition audit was completed in 2014, and three phases of repairs were completed in 2106, 2017, and 2018.
In September of 2023, Facilities Division advertised a Request for Proposals (RFP) for a condition audit of three city-owned parking structures:
During the winter of 2024, DESMAN completed an architectural and structural condition audit and materials testing (chloride analysis and chain drag) of the three Subject Properties which are cast-in-place post-tensioned concrete parking structures. The DESMAN team was onsite for three days to observe the structures and measure performance, identify sources of damage, diagnose causes, evaluate best repairs, and prioritize corrective actions. The condition audit reports that were provided to the City contained a summary with recommended immediate repairs, 2024 calendar year repairs, and 2025-2028 calendar year repairs based upon condition, severity level, and urgency. Due to the age and use of the structures, various types and levels of repair are recommended to keep the parking structures and the various elements in fair to good condition. Architectural and structural repair items range from floor restoration (traffic topping, and proper drainage), vertical and horizontal concrete repairs (epoxy injection, masonry tuckpointing and cable tightening), and water moisture recondition (fog sealer).
DESMAN was retained for the purposes of creating drawings and specifications for the bid pack. The work that is being approved by Council is full scope for immediate and 2024 repairs for Park One and 1st Ave N. Park Three is limited to repairs agreed upon by City Administration and Buyer of City Hall/Park 3.
Facilities advertised an Invitation for Bid (IFB) on 08/30 and 09/06/2024 in Yellowstone County News and on the City’s Website.
Bids were opened on 10/01/2024 and one (1) bid was received. Bid tabulation is provided below with Centennial Concrete and Waterproofing being the successful low and responsive bidder. The project engineer has reviewed the bid and confirmed it is in line with expectations.
