RECOMMENDATION
Staff recommends that City Council approve the 3-year Memorandum of Understanding with Yellowstone County Geographical Information Systems (GIS) to provide the City of Billings with the sharing of GIS data and services in the amount of $40,000 in FY2025 with an annual 3% increase in FY2026 & FY2027.
BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)
The City of Billings and Yellowstone County wish to enter into a new 3-year Memorandum of Understanding (MOU) to continue to develop, share and integrate geographic information systems (GIS) data and services to improve the planning and management processes of CITY and COUNTY departments and infrastructure, including dispatch operations of the 9-1-1 Center.
The City of Billings and Yellowstone County originally entered into a MOU for the sharing of GIS data and services in August of 2000 and again in March of 2018. The City and County have continued to work together under the March 2018 MOU in which the City of Billings paid $ 35,000/yr in the first year and so far in FY2025 we have paid $ 9,104 towards a yearly amount of $ 36,414 based on the current agreement signed in 2018. The City and County GIS Teams continue to work closely together to serve the citizens of our community and are currently collaborating to further utilize the county's GIS data to eliminate land management data that is currently being maintained in redundant locations. The new 3-year MOU is important to update the City/County relationship in regards to GIS data and services and the compensation amount to $ 40,000/yr with a built-in annual increase of 3%. Once approved, the new MOU will replace the existing 2018 agreement on November 1, 2024.

- Not Approve the MOU agreement
FISCAL EFFECTS
The Memorandum of Understanding (MOU) calls for a total of $40,000/yr paid from the City of Billings to Yellowstone County in FY2025 with an annual increase of 3% for fiscal year FY2026 and FY2027. Under the current MOU, Information Technology has already paid Yellowstone County $9,104 in FY2025. Given that, the new MOU requires us to pay an additional $30,896 in FY2025. The City of Bilings Information Technology Department would pay $41,200 in July of 2025 (FY2026) and $42,436 in July of 2026 (FY2027). The MOU agreement annual payments to Yellowstone County GIS have been part of the Information Technology budget for over 20 years.
