RECOMMENDATION

Staff recommends the City Council approve the purchase of two (2) 2025 Single Engine Combination Sewer cleaners from Joe Johnson Equipment in the amount of $1,155,060. 

BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)

The purchase of two (2) single engine combination sewer cleaners is included in the approved FY25 Equipment Replacement Plan (ERP) and the FY25 Street and Traffic budget.  Vactors are a vital part of operations as they not only keep the storm drains clean, but also necessary for Stormwater permit compliance.  Staff is recommending procurement of the equipment using the cooperative purchasing agreement (Sourcewell), as the pricing is similar to competitive bid pricing.  By using Sourcewell, we can keep fewer parts on the shelf, as the normal wear items are interchangeable with 4 other jet trucks within our division and department, saving thousands of dollars in stocked parts.  The units that are being replaced will be sold at auction.

ALTERNATIVES

City Council may:
  • Approve purchasing the two (2) 2025 Single Engine Combination Sewer Cleaners; or,
  • Not Approve the purchase.  If not approved the Vactors will likely see extensive repair costs, and downtime as the storm cleaners have reached their useful life.   Extended downtime will result in diminished customer service levels citizens have come to expect.

FISCAL EFFECTS

The Vactor single engine combination sewer cleaners were budgeted in FY25 using Storm Maintenance Funds.  The amount budgeted for the two vactors is $1,000,000.  The shortfall will come from savings on other equipment this fiscal year.
