RECOMMENDATION
Staff recommends the approval of the renewal of Tyler Technologies 1-Year agreement for the licensing and support of our Public Safety Software Systems in the amount of $254,665.
BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)
The City of Billings and Yellowstone County have collaborated and shared in the cost of the Tyler Technologies (formally New World Systems) Public Safety Software for over 20 years. The Public Safety Software includes many critical modules including 9-1-1 Dispatch, Police/Fire/Sheriff Mobile, Police/Fire/Sheriff Records, Jail, Field Reporting, and more.
In October of 2023, the City of Billings signed a 1-Year annually renewable Software Support Agreement with Tyler Technologies for continued service and support. At the same time, the City of Billings signed an MOU with Yellowstone County showing their commitment to share in their portion of the total annual software service and support costs. In October 2024,Yellowstone County signed an addendum to the original MOU indicating they approve the increases in their portion of the Tyler Technologies annual renewal. This addendum to the MOU with Yellowstone County is also on tonight's consent agenda for your approval. We are bringing this memo before you to request City Council's approval for the increased cost for this year's Software Agreement renewal.

ALTERNATIVES
City Council may:
- Approve; the 1-Year renewal of the Tyler Technologies Software Support Agreement or,
- Not Approve
FISCAL EFFECTS
The total cost of the renewal of the 1-Year Software Support Agreement with Tyler Technologies is $254,665 which represents an increase of $ 29,468, of which, $ 15,026 is the result of additional modules & licenses purchased since last October and $14,443 which represents a 6.3% increase in support rates. Yellowstone County has agreed through a MOU to pay $63,650 for their portion of the 1-Year renewal with the remaining balance being paid by city departments ($102,006 Police, $52,074 Fire, & $37,035 9-1-1)
