RECOMMENDATION

Staff recommends the City Council award a contract for W.O. 23-23, Briarwood Lift Station H2S Mitigation, to Western Municipal Construction in the amount of $283,300.00.

BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)

W.O. 23-23: Briarwood Lift Station H2S Mitigation, provides a chemical injection system for the lower Briarwood sewer main at the lift station in order to reduce levels of hydrogen sulfide (H2S).

A recent study of the waste water collection system in the City of Billings determined that there are several areas that have elevated levels of hydrogen sulfide. These levels of hydrogen sulfide create a highly corrosive environment that damages and greatly reduces the usable lifespan of the sewer lines. In order to combat this problem, a chemical injection system was designed that consists of a chemical storage tank, chemical dosing pumps, and other miscellaneous equipment. The study found that the lower Briarwood sewer contained the highest levels of hydrogen sulfide, which is why it was chosen as the site for this project.  This project was a recommended project in the approved FY24 CIP and budgeted in FY25.

The project was advertised on September 13st, 20th, 27th, October 4th, and 11th, 2024, in the Yellowstone County News and on the City’s website. Bids were opened on October 15th and one bid was received.  Western Municipal Construction submitted the only responsible bid.  Staff reviewed the bid items and they appear reasonable based on material pricing and labor costs.

ALTERNATIVES

City Council may:
  • The Council may: Award W.O. 23-23, Briarwood Lift Station H2S Mitigation, to Western Municipal Construction in the amount of $283,300.00; or
  • Not award a contract and reject all bids. If the project is not awarded, Hydrogen Sulfide levels will remain high in the Briarwood Sewer Main and excessive pipe corrosion will continue to occur.

The project was budgeted in FY25 using Wastewater Funds in the amount of $500,000. Including previously encumbered funds for site fencing and this contract ($283,000) there remains $202,415 in the budget.   Remaining funds will be used for miscellaneous electrical work, site improvements, and any change orders.  There are sufficient funds to award the project.
