RECOMMENDATION

Staff recommends approval of the Par 3 budget for 2025 along with allowing them to retain the annual distribution ($20,000) to the City of Billings. The Park Board reviewed at the December meeting, and recommended approval.

BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)

The agreement the City of Billings has with the Exchange City Golf Course requires the Board of Directors for Par 3 to have their budget approved by the City Council. The budget is always presented to the Park Board for their recommendation first and this occurred at the December 2024 meeting. In the agreement, the Exchange City Golf Course is required to give a portion of its proceeds back to the City of Billings. Par 3 has usually provided $20,000 each year. This year Par 3 Board of Directors is requesting to retain the distribution and use the funds to install a fire hydrant along 20th Street West, directly across from the facility. The fire hydrant is required before Par 3 can build or add on to existing buildings. Par 3 is looking to rebuild the maintenance facility and add cart storage area. The existing maintenance facility is undersized and causes safety concerns. 
The City of Billings has allowed the retention of the funds in the past to allow better maintenance of the golf course or to address safety concerns.

ALTERNATIVES

City Council may:
  • Approve; or,
  • Not Approve

FISCAL EFFECTS

By approving the 2025 budget for Par 3, the City of Billings will be allowing the golf course to retain the distribution ($20,000) and apply the funds to upgrading the facilities and address safety concerns. The distribution would normally be deposited in the General Fund for the City of Billings.

SUMMARY

The agreement with the Exchange City Golf Club requires approval of the annual budget for the facility. The budget was recommended for approval by the Park Board including allowing Par 3 to retain the annual distribution to the City of Billings.
