PROBLEM/ISSUE STATEMENT

Street closures have been requested for the following annual events.

Who: Montana's Big Sky State Games

Event: Big Sky State Games 5K run
Date: Friday, July 15, 5:45-7:00 pm 
Where: 3rd St. West at Grand Ave, 3rd St. West at Parkhill (full closures); Parkhill between 3rd St W and 12th St W (partial closure)

Event: Triathlon/Duathlon (includes a Bike Race and a kids triathlon course)
Date: Sunday, July 17, 5:30 am - 11:00 am
Where: Start at Lake Elmo Park, the course heads to Hwy 87 towards Roundup turning around at Shepherd Acton Road and heading back to Lake Elmo (adult bike course); Lake Elmo Drive from Lake Elmo to Covert Lane, west to Cody Drive, east to Meadowlark Lane, north on Phoebe Drive back to Lake Elmo (adult running course); Lake Elmo to Riveroaks Drive, west to Annandale Road, back along Riveroaks Drive to Lake Elmo (kids running course).  All partial road closures. 

Recommended conditions of approval include Big Sky State Games:
1. Provide approved certificate of insurance naming the City of Billings as additional insured
2. Provide and install adequate traffic barricades and signs directing motorists around closure
3. All course guards (flaggers) shall wear safety vests and use approved STOP/SLOW paddles
4. Provide police assistance where necessary; Roundup Road, Main and Shepherd Acton Road
5. Notify all emergency facilities, bus lines, and media prior to the event

ALTERNATIVES ANALYZED

The Council may:
• Approve request to close streets for the event; or
• Deny the street closures

FINANCIAL IMPACT

Administrative time to process the permit is offset by the application fee. Police, traffic control and litter removal are to be paid for the by the Big Sky State Games.

RECOMMENDATION

Staff recommends that Council approve the temporary street closures named above for Big Sky State Games annual 5K Run and Triathlon/Duathlon.
