PROBLEM/ISSUE STATEMENT
A street closure has been requested for the following event.
Who: Yellowstone Valley Farmers Market
Event: Farmers Market
Date and Time: Every Saturday starting July 11 through October 11, 2011 from 6:00 am to 1:00 pm. Wednesday nights during the month of August from 3:00 pm to 9:00 pm
Where: N. 28th between 1st Ave N and 3rd Ave N; 2nd Ave N between N. 29th to N. 27th; and N. 29th between 1st Ave N. and 2nd N. (Saturdays) and N. 28th between 2nd Ave N and 3rd Ave. N. (Wednesday)
Recommended conditions of approval include Yellowstone Farmers Market:
1. Provide a certificate of insurance with required liability amounts naming the City of Billings as additional insured
2. Provide and install adequate traffic barricades directing motorists around closure
3. Provide a ten foot wide unobstructed lane on all streets to provide for emergency vehicle access
4. Contact all businesses and make them aware of the event two weeks in advance
5. Clean the area to be used after the event and provide and empty waste cans

ALTERNATIVES ANALYZED
The Council may:
• Approve the request to close streets for the event; or
• Deny the street closure
• Approve the request to close streets for the event; or

FINANCIAL IMPACT
Administrative time to process the permit is offset by the application fee. Police and traffic control are to be paid for by Downtown Billings Association.
RECOMMENDATION
Staff recommends that Council approve the street closures named above for the annual Yellowstone Valley Farmers Market.
