RECOMMENDATION
Staff recommends that the City Council approve the purchase of a CCTV storm inspection camera and system upgrade from CUES in the amount of $112,542.00.
BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)
The purchase of a CCTV storm inspection camera and system upgrade is included in the approved FY25 Technology Replacement Program (TRP) and the FY25 Street and Traffic budget. The CCTV camera is used to inspect and rate storm drain lines so that they can be prioritized effectively for cleaning or replacement of mains based upon the sedimentation or condition score. This purchase will replace existing equipment that has reached its end of life and add a camera and transporter that will be used to inspect the larger mains. The bid was advertised on January 10 & 17, 2025 in the Yellowstone County news and on the City Website. Bids were opened on January 21, 2025 and one bid was received. While there was only one bid, it was reviewed and determined to be reasonable and in fact, less than anticipated.
ALTERNATIVES
City Council may:
- Approve the award of the CCTV storm inspection camera and system upgrade; or,
- Not approve the award. If the award is not approved, the Street/Traffic Division will incur significant costs and extended downtimes to maintain the CCTV system as it has reached the end of its useful life. Additionally, there would be increased costs to hire a contractor to inspect the lines and could not guarantee availability during emergency situations.

The CCTV storm inspection camera and system upgrade was budgeted in FY25 in the amount of $160,000 using Storm Water Funds. There is sufficient budget to purchase the equipment.
