RECOMMENDATION

Staff recommends that the City Council approve Amendment 24 with Morrison-Maierle, Inc. for the engineering services associated with the rehabilitation of the Overlook Drive Road Project in the amount of $123,815.

BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)

On May 5, 2022, the City Council approved a five-year contract with Morrison-Maierle, Inc. (M-M) to provide all pre-design and scope of work activities, survey, construction inspection and oversight, and project closeout for the Aviation and Transit Department for all civil engineering work required during the five-year term.  This base contract with M-M is amended each time a new project is undertaken. Amendment 24 for $123,815 will provide funding for M-M to prepare plans and specifications, provide bidding assistance, construction administration, field observation, and project closeout reports for the Federal Aviation Administration (FAA) in order to rehab an existing service road at the Airport.

This project includes the pavement rehabilitation of an existing service road on the west end of the Airport that is 3,600 feet long, has approximately 100,000 square feet of asphalt and is used by tenants and Airport staff to access the airfield through three security access control gates.  Overlook Drive is also the primary road for all emergency vehicles, including fire, ambulance, and police to access the west end of the Airport, which includes the Airport Operations Center, Beacon Air Group, large and small aircraft hangars, and the car wash and fueling facilities for all on-airport rental car companies.  A contractor will mill 2 inches of the existing asphalt surface off and replace it with a new 2-inch asphalt overlay.  The existing road is at the end of its useful life, over 20 years old and needs to be replaced.  The work will take 30 days to complete, and the construction estimate is approximately $800,000. 

The scope of work and associated fees for these services have been reviewed by Ardurra Engineering from Cody, WY and negotiated by staff and subsequently approved by the Federal Aviation Administration (FAA).  The FAA requires that all Airport engineering fees be reviewed by a second contracted engineering firm to verify that these fees are reasonable, fair, and equitable.  Ardurra Engineering was contracted to perform the secondary review, providing staff with an independent cost estimate to negotiate fees with M-M.  

ALTERNATIVES

City Council may:
  • Approve Amendment 24 for the engineering fees with M-M; or,
  • Not Approve Amendment 24 with M-M, delay the project and advise staff on how to proceed

FISCAL EFFECTS

The total cost of the engineering services in Amendment 24 are $123,815.  These fees will be funded 95% with Federal Aviation Administration (FAA) Bipartisan Infrastructure Law (BIL) grant funds and 5% with local match funds.  The FAA's grant funding will be $117,624 and the Airport's local match will be $6,191.  The local match funds are budgeted and available in the Airport's Capital Account.
