PROBLEM/ISSUE STATEMENT
The IP-9 Office Building Elevator Project, which is included in the City's Capital Improvement Plan, will install a new elevator at the IP-9 office building. Currently the IP-9 building does not provide for Americans with Disabilities Act (ADA) compliant accessibility to the building's second floor. This Project will provide a two-stop, ADA compliant elevator that will access the second floor and a 250 square foot entry vestibule accessing the first floor. The new elevator will be installed on the west side of the building and provide an ADA compliant concrete sidewalk from the building's west end parking lot to the vestibule entry. Also included in this Project is a new code compliant iron railing system and push button automatic door openers located on the inside and outside of the building. This Project was advertised in the Billings Times on June 2 and 9, and posted on the City's Web Site. On June 14, 2011, the following bids for this Project were received:

ALTERNATIVES ANALYZED
The City Council may:
- Approve the contract with the low bidder for the IP-9 Office Building Elevator Project; or
- Decline to approve the contract, reject all bids, and not complete the Project at this time.
FINANCIAL IMPACT
The total cost of this Project is $223,500. This Project is included in the FY 2011 budget and funds are available in the Airport's Capital account.
RECOMMENDATION
Staff recommends the City Council award the contract for the IP-9 Office Building Elevator Project to the low bidder, Fisher Construction, for the amount of $223,500.
