RECOMMENDATION
Staff recommends that City Council award a construction contract to Askin Construction for W.O. 25-16 - 2025 Annual Street Reconstruction in the amount of $816,769.
BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)
W.O. 25-16 - 2025 Annual Street Reconstruction will reconstruct 9th Avenue South from South 31st Street to South 27th Street, and 10th Avenue South from South 30th Street to South 28th Street. As previously communicated to Council, these streets were prioritized for the non-maintainable streets program in FY25. The street improvements associated with W.O. 25-16 include maintenance of curb and gutter; full-depth reconstruction of the existing asphalt street section which has deteriorated beyond the capabilities of typical pavement preservation programs; replacement of non-compliant accessible ramps and installation of missing accessible ramps; and minor storm drain infrastructure improvements. This project finishes the reconstruction of 9th Avenue South and 10th Avenue South started in 2024.
The project was publicly advertised on December 20, and 27, 2024, and January 3, 10, and 17, 2025, in the Yellowstone County News and on the City's website. Bids were opened on January 21, 2025. Seven bids were received. Askin Construction submitted the lowest, responsible bid.

ALTERNATIVES
City Council may:
- Award W.O. 25-16 - 2025 Annual Street Reconstruction to Askin Construction in the amount of $816,769; or,
- Do not award and reject all bids. If the Contract is not awarded, the streets will continue to degrade and the street improvements will not be constructed.

The project was budgeted in FY25 using Gas Tax, and Street Maintenance District 2 Funds in the amount of $1,400,000. There is an adequate budget to award this contract. Remaining funds will be used for any change orders, construction observation, and materials testing, as well as additional street reconstruction to be determined.
