PROBLEM/ISSUE STATEMENT
SID 1369 Moore Lane was created at the March 14, 2011 City Council Meeting. SID 1369 will construct missing sanitary sewer improvements, new storm drain, curb and gutter, sidewalk, and the necessary widening and reconstruction of the street. Bids for SID 1369 Moore Lane were received on May 24, 2011. State law requires the Council to consider the bids at its first meeting following bid opening. Bonds must be issued to finance the project and that sale is planned for June 27th. Staff requests that the City Council table this item and delay the contract award until the June 27, 2011 meeting.
ALTERNATIVES ANALYZED
The council may:
- Delay award of SID 1369 until the sale of bonds on June 27, 2011; or
- Reject all bids.
FINANCIAL IMPACT
The total estimated costs of the Improvements are $1,721,000. The costs of the Improvements are to be paid from the following sources: (1) $1,296,000 of Special Improvement District Bonds; and (2) $425,000 cash contribution from the City of Billings utilizing arterial fee and storm funds.

RECOMMENDATION
