RECOMMENDATION
Staff recommends that Council award a contract for SID 1428 Annafeld Subdivision 5th Filing Streetlights to Millennium Electric, LLC. in the amount of $189,483.20, contingent upon creation of SID 1428.
BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)
SID 1428 will install streetlights within Annafeld Subdivision 5th Filing. The streetlights will be installed along each street frontage. The streetlights will be maintained by the Homeowners Association until all of Annafeld Subdivision is completed. At that time, a Special Improvement Light Maintenance District (SILMD) will be created for maintenance.
The project was advertised on January 3, 10, and 17, 2025, in the Yellowstone County News and on the City's website. Bids were opened January 21, 2025. Three bids were received. Millennium Electric, LLC submitted the lowest, responsible bid. This bid award is contingent upon creation of SID 1428.

ALTERNATIVES
City Council may:
- Award SID 1428 Annafeld Subdivision 5th Filing Streetlights to Millennium Electric, LLC. in the amount of $189,483.20, contingent upon creation of SID 1428; or,
- Not award a contract and reject all bids. If the contract is not awarded, streetlights will not be installed within the subdivision unless installed by the Developer with a private contract.
FISCAL EFFECTS
The following bids were received:
Funding for SID 1428 was budgeted in FY25 using Special Improvement District Bond Funds (assessments) in the amount of $248,000. Adequate funding is available to award the project. Remaining funds will be used for construction observation, materials testing, bond fees, and any change orders.
