RECOMMENDATION
Staff recommends approving the Amend Park Recreation Campus General Contractor / Construction Manager (GC/CM) Contract - GMP Amendment #1 for Bid Package #1 with Langlas & Associates General Contractors to increase the Guaranteed Maximum Price (GMP) by $3,894,768.81.
BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)
The GC/CM contract for the Amend Park Recreation Campus was approved by Council on March 10, 2025, with Langlas for construction of the Amend Park Recreation Campus. GMP Amendment #1 includes the following divisions for Bid Package #1:
Other costs associated with Bid Package #1 include winter conditions and temporary fencing allowance, general conditions, and project contingency of 3%.
Upon approval of the GMP Amendment #1 - Bid Package #1, Langlas will mobilize and relocate the ditch by the April 14th deadline for the Suburban ditch water release, and for the ice facility team to begin construction of their building.
At a future date, anticipated to be in June 2025, staff will come back to Council seeking approval for the remainder of the construction divisions included in Bid Package #2 Scope of Work.
Langlas advertised Bid Package #1 following the state-required procurement process on behalf of the City. The Bid Package #1 was advertised in Yellowstone County News on February 28 and March 7, 2025. Bids were opened on March 18, 2025.

- Division 31 Earthwork for Rammed Aggregate Piers.
- Division 32 Exterior Improvements for ditch relocation.
- Division 33 Utilities for site-related utility improvements.

FISCAL EFFECTS
