RECOMMENDATION
Staff recommends that the City Council approve and award the Overlook Drive Road Rehabilitation Project to Wharton Asphalt LLC for $230,036.75
BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)
Included in the Airport's Capital Improvement Plan and FY 25 budget is a project to rehabilitate an existing airport service road on the west end of the Airport that is 3,600 feet long, has approximately 100,000 square feet of asphalt and is used by tenants and Airport staff to enter the airfield through three security access control gates. Overlook Drive is also the primary road for all emergency vehicles including fire, ambulance, and police to access the west end of the Airport which includes the Airport Operations Center, Beacon Air Group, large and small aircraft hangars, and the car wash and fueling facilities for all on-airport car rental companies. A contractor will mill 2 inches of the existing asphalt surface off and replace with a new 2-inch asphalt overlay. The existing road is at the end of its useful life, over 20 years old and needs to be replaced. The work will take 30 days to complete and will be done this summer.
This project was advertised in the Yellowstone County News on February 28 and March 7, 14 and posted on the City and Airport's websites. On March 18, 2025, the following bids were received:
The Engineer's estimate was $351,155.00. These were very competitive bids and considerably lower prices than we received last year for a similar road rehabilitation project, which is primarily due to the reduction in oil and asphalt costs.

ALTERNATIVES
City Council may:
- Approve the award of the Overlook Drive Road Rehabilitation Project to Wharton Asphalt LLC for $230,036.75; or,
- Not approve the award, reject all bids, and delay the project.
FISCAL EFFECTS
The total cost of this project is $230,036.75. This project will be funded at 95% with Federal Aviation Administration (FAA), Bipartisan Infrastructure Law (BIL) grant funds, and a 5% local match. The FAA's grant funding will be $218,534.91 and the local match will be $11,501.84. The local match funds are budgeted and available in the Airport's Capital Account.
