BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)
The City Council requested a presentation outlining the process for forming an airport authority for Billings Logan International Airport (BIL). Under Montana law, a sponsoring government may establish an airport authority by adopting a resolution—or a joint resolution in the case of multiple jurisdictions. The process and requirements for forming an airport authority are detailed in Montana Code Annotated 67-11-103.
ALTERNATIVES
No decision is needed at this time by City Council.
FISCAL EFFECTS
Consultant services would be retained to develop the necessary authorizing documents and carry out the required public involvement process, at a cost not to exceed $1,000,000. This effort would be funded through airport-generated revenue.
