RECOMMENDATION
Staff recommends that Council approve Amendment #2 for Bid Package #2 to Langlas and Associates Inc., to increase the Guaranteed Maximum Price (GMP) by $12,878,873.20 for a total project cost of $20,000,000.00
BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)
Langlas is the General Contractor/Construction Manager (GC/CM) for the Amend Park Recreation Campus site work and City-owned Courts Facility. Previous Council approvals for GC/CM on this project are as follows:
GMP Amendment #2 includes the following divisions:
Langlas advertised bid package #2 following the state-required procurement process on behalf of the City. Bid package #2 was advertised on 05/09/2025, 05/16/2025, and 05/23/2025 in Yellowstone County News and on the City’s Website. Bids were opened on 05/29/2025.
All bids have been reviewed and qualified by Langlas.

FISCAL EFFECTS
Amend Park Recreation Campus Construction Costs which will be paid through TIF funds from the South Billings Urban Renewal Association. On 04/14/2025 Council approved a resolution for the sale of tax increment bonds to cover the project constructions costs which will not exceed $20 million.
