PROBLEM/ISSUE STATEMENT

A street closure has been requested for the following event:

Who: Montana Timing
Event: Magic City Blues Soul Run 3K & 10K
Date and Time: Saturday August 13, 2011 from 6:30 am to 1:00 pm
Where: South Park starting at 6 Ave S. to S. 34th, 4 Ave S., to S. 35th back to South Park (3K ends). 10K continues from 35th to State, Jackson St., Monroe St., Bruce St., to Phillip, to S. Billings Blvd turns around and heads back to South Park. See attachment for detailed map

Recommended conditions of approval include Montana Timing:
1. Provide a certificate of insurance with the City of Billings as additional insured
2. Provide and install adequate traffic barricades directing motorists around closure
3. All course guards (flaggers) shall wear safety apparel and use approved STOP/SLOW paddles.
4. Police assistance at high traffic intersections
5. Provide waste cans and clean the area to be used

ALTERNATIVES ANALYZED

The Council may:
• Approve the request to close streets for the event; 
• Deny the street closure

FINANCIAL IMPACT

Administrative time to process the permit is offset by the application fee. Police and traffic control are to be paid for by Montana Timing.

RECOMMENDATION

Staff recommends that Council approve the requested race route for the 3K & 10K Magic City Blues Soul Fun Run.
