A street closure has been requested for the following event:

Who: Billings Clinic
Event: Billings Clinic Classic Street Party 
Date and Time: Event date is Saturday, August 27, 2011;  Closures are 12:00 a.m. 8/26/11 through 5:00 pm 8/28/2011
Where: N. 28th between 3rd Ave N and 4th Ave N; Alley @ North 27th/28th between 3rd and 4th Ave North
and Alley @ North 28th/29th between 3rd and 4th Ave North

Recommended conditions of approval include Billings Clinic Classic:
1. Provide appropriate certificates of insurance with required liability amounts naming the City of Billings as additional insured, including liquor liability coverage 
2. Provide and install adequate traffic barricades directing motorists around closure
3. Provide a ten foot wide unobstructed lane on all streets to provide for emergency vehicle access
4. Contact all businesses and make them aware of the event two weeks in advance
5. Clean the area to be used after the event and provide and empty waste cans
6. Contact all businesses and make them aware of the event
7. Provide security for the event

The Council may:
• Approve the request to close the street and alleys for the event; or
• Deny the closures

Administrative time to process the permit is offset by the application fee. Police and traffic control are to be paid for by Billings Clinic.

Staff recommends that Council approve the street closures named above for the annual Billings Clinic Classic Street Party.
