RECOMMENDATION

Staff recommends that City Council award a contract for W.O. 25-13: Annual Stormwater Rehabilitation Program to Earth Movers Excavation, Inc. in the amount of $399,741.

BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)

W.O. 25-13: Annual Stormwater Rehabilitation Program, is a project that will upgrade and replace existing stormwater infrastructure throughout the City.  The City has an annual stormwater rehabilitation and replacement program to identify and replace components of the stormwater system that have either failed, will fail in the near future, or are degraded to a point where localized flooding occurs.  Components of the stormwater system under this program include pipes, manholes, inlets, French drains, and overland flow channels.  This project addresses four individual project locations where failed infrastructure causes localized right-of-way flooding and substantial staff maintenance time to keep public roadways serviceable during and after storm events.  These stormwater components have reached the end of their design lifespan and were identified as needing to be upgraded and replaced as part of the Stormwater Utility development process.              

The project was advertised on April 11, 18, 25, and May 2, 2025, in the Yellowstone County News and on the City's website. Bids were opened on May 6, 2025.  Seven bids were received. Earth Movers Excavation, Inc. submitted the lowest, responsible bid.

ALTERNATIVES

City Council may:
  • Award W.O. 25-13: Annual Stormwater Rehabilitation Program, to Earth Movers Excavation, Inc. in the amount of $399,741; or,
  • Do not award a contract and reject all bids. If the contract is not awarded, rehabilitation of stormwater system components will be delayed, which increases the risk of full component failure, localized flooding, and increased City staff maintenance costs.

The project was budgeted in FY25 using Storm Funds in the amount of $375,000.  The overage will be covered with cost savings from the Wicks Lane project due to the grant that was received.  There are sufficient funds to award this project.
