RECOMMENDATION
Staff recommends that City Council award a contract for W.O. 25-01, Contract 2: 2025 Sanitary Sewer Replacement Project, Zones 1 and 2 to Askin Construction, LLC. in the amount of $3,286,717.
BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)
The City replaces and upgrades its sanitary sewer utilities as part of an annual maintenance program. This project will replace approximately 12,500 feet of existing sanitary sewer. The sewer mains being replaced by this project were selected based on age, video inspection condition assessment, root intrusion history, and sewer back-up history. This project will replace sanitary sewer mains that were installed between 1907 and 1953 and are made of clay tile. These sewer mains exhibit broken and cracked pipe and many sections need yearly root intrusion removal and maintenance. The sewer mains to be replaced or rehabilitated are in two primary geographical areas. The first area is near South Park where 4,100 feet of 15-inch to 22-inch diameter sewer trunk main will be replaced or rehabilitated. The second area is west of Highlands Golf Club, generally bound by 10th and 14th Streets West and O'Malley and Delphinium Drives, where 8,400 feet of 8-inch and 10-inch diameter sewer mains will be replaced.
The project was advertised on April18, April 25, and May 2, 2025, in the Yellowstone County News and on the City's website. Bids were opened on May 6, 2025, and 3 bids were received. For the total of Zones 1 and Zone 2, Askin Construction, LLC., submitted the lowest, responsible bid.

ALTERNATIVES
City Council may:
- Award W.O. 25-01, Contract 2: 2025 Sanitary Sewer Main Replacement, to Askin Construction LLC. in the amount of $3,286,717 for Zone 1 and Zone 2; or,
- Do not award a contract and reject all bids. If the project is not awarded, the City's sanitary sewer collection system in these areas will continue to be unreliable and may experience ongoing maintenance problems, back-ups, and expenses.

The project was budgeted in FY25 using Wastewater Funds in the amount of $5,500,000. Considering this contract, previous project encumbrances and expenses of $783,198, there is about $1,430,086 remaining in the budget. Remaining funds will be used for additional sewer replacement projects and any change orders.
