RECOMMENDATION

Staff recommends that City Council award a contract for WO 25-02: 2025 Missing Sidewalk Project, to Knife River Billings for a total of $476,525.

BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)

The Missing Sidewalk/Miscellaneous Concrete project is intended to concentrate on installing sidewalk in areas that are missing pedestrian facilities.  As a priority, City staff identified missing sidewalk in areas along arterial streets, collector streets, school routes (as identified in the Safe Routes to School Plan), or in high pedestrian areas for inclusion in this program.  The bulk of the sidewalks are Safe Routes to School recommended areas.  The streets identified as missing sidewalk are 25th Street West, 26th Street West, 27th Street West south of Broadwater and west of 24th Street West, Wyoming Avenue between 24th Street West and 25th Street West, and Rex Lane near Bench Elementary School.  Also included in the project are ADA improvements west of Meadowlark Elementary School incorporated as part of the project bid for pricing efficiency.

The project was advertised on May 2, May 9, and May 16, 2025, in the Yellowstone County News and on the City's website.  Bids were opened on May 20, 2025, and four bids were received.  Knife River submitted the lowest, responsible bid. 

ALTERNATIVES

City Council may:
  • Award W.O. 25-02 to Knife River, contingent on Council approving resolution to order in improvements on this agenda
  • Award any combination of streets, contingent on Council approving resolution to order in improvements on this agenda
  • Reject any schedules or all bids.  Rejecting certain streets or all bids will leave areas of missing sidewalk that are key to maintaining continuous pedestrian connections.

The project was budgeted in FY25 using Gas Tax Funds and Property Assessments in the amount of $685,000.  There is sufficient budget to award the project. Remaining funds will be used for any change orders and additional planned small concrete work and ADA improvement locations.
