RECOMMENDATION
Staff recommends that, pending approval of the preliminary FY26 budget, City Council approve the purchase with Insight Public Sector for $170,147.03 to replace 30 Mobile Data Terminals (MDTs).
BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)
The Billings Police Department (BPD) currently has 110 Mobile Data Terminals (MDTs) in service. The existing CF33 MDTs will no longer be supported or serviceable after October 2025.
To address this, BPD initiated a three-year phased replacement plan in 2023:
2023: 40 MDTs purchased
2024: 40 MDTs purchased
2025: Plan to purchase and replace the remaining 30 MDTs
This replacement schedule ensures full deployment of modern, serviceable MDTs before the October 2025 deadline.

ALTERNATIVES
City Council may:
- Approve the purchase with Insight Public Sector for $170,147.03 in order to replace 30 Mobile Data Terminals (MDTs); or,
- Not Approve the purchase with Insight Public Sector for $170,147.03 in order to replace 30 Mobile Data Terminals (MDTs) and provide further direction to staff.
FISCAL EFFECTS
Funds to purchase MDTs are budgeted in the proposed FY2026 budget.
