Staff recommends that City Council award a professional engineering services contract for W.O. 25-36 Rimrock Road 54th to 62nd to Sanbell in the amount of $542,840.

Council is asked to authorize and execute a Contract for Professional Services with Sanbell for the design of W.O. 25-36 Rimrock Road 54th to 62nd. This covers preliminary and final design services through the bidding phase. A separate contract amendment for construction contract administration will be requested following completion of the final design, once construction duration is confirmed and additional funding becomes available in FY26.

W.O. 25-36 represents the first phase of a broader initiative to improve Rimrock Road from Clearview Drive to 62nd Street West. This first phase includes full reconstruction of Rimrock Road between 54th Street West and 62nd Street West to meet arterial street standards. Improvements will include street widening, curb and gutter, storm drainage, sidewalks and/or multi-use path, and street lighting. The design will include a preliminary road and storm drain layout for the segment between Clearview Drive and 54th Street, ensuring a seamless transition between the two project phases. Additionally, the project will be coordinated with the transportation corridor master plan efforts.  This project is noted in the FY 25 and FY26 Capital Improvements Plan (CIP).  Construction is anticipated to begin in summer of 2026.

Pre-qualified firms with significant arterial reconstruction and major storm drain design were considered for both W.O. 25-36 Rimrock Road 54th to 62nd (Phase 1) and W.O. 26-07 Rimrock Road Clearview to 54th (Phase 2). A separate contract for W.O. 26-07 will be requested when additional funding becomes available. 

Sanbell was selected for W.O. 25-36 based on City staff review of three proposals submitted by pre-qualified firms. The other firms considered for the work included AE2S, DOWL, HDR, Jacobs, KLJ, Morrison-Maierle, and Stahly Engineering. The selection was based on Project Team and Availability; Project Approach; and Firm Qualifications and Experience as related to the project needs. 

City Council may:

• Approve a Contract for Professional Services with Sanbell in the amount of $542,840 ; or,
• Not Approve a Contract for Professional Services with Sanbell. If the contract is not approved, the design to replace deteriorated pavement, add storm drainage, improve safety, and install multi-modal facilities cannot be completed.

The project was budgeted in FY25 using Gas Tax Funds in the amount of $600,000. There are adequate funds to award this contract.
