High Sierra Park Master Plan Update to Include Disc Golf

PROBLEM/ISSUE STATEMENT

On March 22, 2011 students form Mr. Jetty's AP Governments Class met with PRPL Staff to discuss their desire for disc golf in the Heights.  As part of the discussion PRPL Staff offered to partner with the students to develop a master plan update to include disc golf at High Sierra Park.  Mr. Jetty felt this would be a good hands-on opportunity for his students to observe the local governmental process.  The students conducted research and an opinion poll to develop a presentation to make a case for disc golf at High Sierra Park.  Two public meetings were held on April 26,2011 at the regular monthly meeting of the Heights Task Force and on May 3, 2011 at the Skyview High School Library so that the students could make their presentation and to receive public comment.  On May 11, 2011 the students made their presentation before the Parks, Recreation and Cemetery Board.  The Board voted to recommend that the Council adopt the master plan update for High Sierra Park to include disc golf.  The students made the same presentation to the City Council on May 24, 2011.  

ALTERNATIVES ANALYZED

The City Council may:

  • Adopt the resolution to update the High Sierra Park master plan to include disc golf, or
  • Delay action on the item, or
  • Do not adopt the resolution. 

FINANCIAL IMPACT

There is no financial impact to the City of Billings for the master plan update as the plan was developed by Skyview High School students and by PRPL staff.  Property improvements and equipment will be needed in the future and will probably be obtained through donated cash, material and labor. 

RECOMMENDATION

PRPL Staff and the Parks, Recreation and Cemetery Board recommend that the City Council adopt the resolution to include disc golf as part of the High Sierra Park master plan.
