RECOMMENDATION
Staff recommends approving the disposal of 300-gallon surplus waste containers to be priced at staffs discretion.
BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)
Due to the conversion from shared 300-gallon containers to individual containers that occurred in 2022, the City has an excess of used 300-gallon containers. City policy allows the sale of containers to municipalities within Montana without advertising the sale and without Council approval. However, to sell to municipalities in other states or to private entities, Council approval is required. Solid Waste often gets requests for a small quantity of containers and in order to make the process more efficient, staff would like City Council to approve the disposal of all remaining containers. If the disposal is approved, staff will use its discretion to set the price so that all the containers are sold. Historically, we have sold them for $100 per container but they are aging and deteriorating as they sit in the sun, so reducing the cost may help to get them back into beneficial use before they are no longer usable. There are approximately 7,000 300-gallon containers in storage at the landfill.
ALTERNATIVES
City Council may:
- Approve the disposal of used 300-gallon waste containers; or,
- Not approve the disposal. If not approved, the City will continue to sell them to Montana municipalities administratively and present sales to out of state and private entities to City Council on a case by case basis.
FISCAL EFFECTS
Staff will work with interested buyers to maximize the cash return to solid waste.
