RECOMMENDATION

Staff recommends the City Council award a contract for W.O. 25-07, Landfill Gas Collection System Lift Two, to Olympus Technical Services in the amount of $322,139.98.

BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)

W.O. 25-07, Landfill Gas Collection System Lift Two, will construct horizontal gas collection piping in the areas of the landfill that are actively being filled (also known as “open cells”). This project represents the second of three layers of horizontal gas collection pipes as part of ongoing landfill operations. The first layer was constructed in the fall of 2022, and the third and final layer will be added under a separate work order in the future when landfilling reaches the required level.

The intent of this project is to meet environmental regulatory requirements under the Title V air quality permit issued by the Montana Department of Environmental Quality (MDEQ). As organic wastes decompose over time, a natural byproduct is created known as Landfill Gas (LFG). LFG is composed largely of methane and carbon dioxide, as well as a small amount of non-methane organic compounds. These lines will collect the gas to meet compliance requirements.  As the gas becomes usable, it will be sent to MDU’s gas processing facility, from which the City receives a percentage of the revenue.

The project was advertised on June 20th, June 27th, July 4th, and July 11th, 2025, in the Yellowstone County News and on the City’s website. Bids were opened on July 15th and seven bids were received. Olympus Technical Services submitted the lowest, responsible bid.

ALTERNATIVES

City Council may:
  • Award W.O. 25-07, Landfill Gas Collection System Lift Two, to Olympus Technical Services in the amount of $322,139.98; or,
  • Not award a contract and reject all bids. If the project is not awarded, the landfill will continue to produce gas emissions that are in excess of the environmental regulation limits, and the City may be subject to fines.
