RECOMMENDATION

Staff recommends that City Council approve and accept the FY25 Law Enforcement Mental Health and Wellness Act (LEMHWA) Grant in the Amount of $200,000 for the period of October 1, 2025, to September 30, 2027. 

BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)

On October 16th, the Billings Police Department received notification that it has been awarded a FY25 Law Enforcement Mental Health and Wellness Act (LEMHWA) Grant in the amount of $200,000.  The grant project period begins on October 1, 2025, and ends September 30, 2027.    

Grant funds are budgeted as follows; $40,000 to pay salary and benefits for a Regional Prevention Team employee at Bridgemont Mental Health Center; $22,500 for train-the- trainer events; $10,000 for Bridgemont Staff and Sheriff's Office Representative to attend National Law Enforcement Mental Health Conference; $37,500 for Supplies; $50,000 for Mental Health Contract Services at Bridgemont for law enforcement personnel and families across the region, $20,000 for "Pain behind the Badge" events; and $20,000 for administrative coordination  across participating Sheriff's offices and local police departments.  

ALTERNATIVES

City Council may:
  • Approve the FY25 Law Enforcement Mental Health and Wellness Act (LEMHWA) Grant in the Amount of $200,000; or,
  • Not Approve the FY25 Law Enforcement Mental Health and Wellness Act (LEMHWA) Grant in the Amount of $200,000 and provide further direction to staff.  

FISCAL EFFECTS

There is no financial impact on the general fund as all activities are grant funded.
