PROBLEM/ISSUE STATEMENT
SID 1369 Moore Lane was created at the March 14, 2011 City Council Meeting. SID 1369 will construct missing sanitary sewer improvements, new storm drain, curb and gutter, sidewalk, and the necessary widening and reconstruction of the street. Bids for SID 1369 Moore Lane were received on May 24, 2011. At the June 13th Council Meeting, award of SID 1369 was delayed to allow for the sale of bonds to finance the project.
ALTERNATIVES ANALYZED
The council may:
- After approving selling the bonds, award SID 1369 to HL Ostermiller; or
- Reject all bids.
FINANCIAL IMPACT
The total estimated costs of the Improvements are $1,721,000. The costs of the Improvements are to be paid from the following sources: (1) $1,296,000 of Special Improvement District Bonds; and (2) $425,000 cash contribution from the City of Billings utilizing arterial fee and storm funds.

RECOMMENDATION
Staff recommends that Council, after the sale of bonds, award the SID 1369 construction contract to HL Ostermiler in the amount of $882,956.90.
