EXECUTIVE SUMMARY
The presentation will provide a progress update on the Stagecoach Trail project, including an overview of design options with estimated costs; the anticipated design and construction schedule; and a summary of the project budget.
BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)
Stagecoach Trail is a key segment of the planned Marathon Loop, providing a critical connection between Highway 3 and the Billings Heights area to the West End of Billings. The City was awarded a Transportation Alternatives Grant for the project, and a Local Agency Agreement (LAG) between the City and the Montana Department of Transportation (MDT) was executed in February 2024. HDR was selected as the project's design consultant, and the design contract was approved in February 2025. The project is currently at a 30-percent design stage and is ready to advance to final design and bidding later this year. Staff will present a design progress update on route alternatives, a preferred route, and a short summary of public input received to-date.
FISCAL EFFECTS
The project is funded with $4,799,183 in Federal Transportation Alternatives (TA) grant funds and a required 13.42% City match of $743,875. The match consists of Billings Trailnet ($100,000), Trails Stewardship ($100,000), and Parks and Recreation General funds ($543,875). Design services have encumbered $788,773 to-date.
