RECOMMENDATION
PRPL Board and PRPL staff recommend approval of the Par 3 budget for 2026. Par 3 representatives presented the budget at the December 2025 PRPL Board meeting.
EXECUTIVE SUMMARY
The agreement with the Exchange City Golf Club requires approval of the annual budget for the facility. The 2026 budget was recommended for approval by PRPL Board and PRPL staff at the December 2025 PRPL Board meeting.
BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)
The agreement the City of Billings has with the Exchange City Golf Course requires the Board of Directors for Par 3 to have their budget approved by the City Council. The budget is always presented to the PRPL Board for their recommendation before City Council approval. PRPL Board approved the 2026 Par 3 budget at the December 2025 PRPL Board meeting. In the agreement, the Exchange City Golf Course is required to give a portion of its proceeds back to the City of Billings. The amount given back to the City is typically $20,000. In previous years, the City has allowed Par 3 to retain all proceeds to help offset maintenance or safety-related concerns. This request has not been asked for 2026.
FISCAL EFFECTS
By approving the 2026 budget for Par 3, the City of Billings will receive a $20,000 distribution. These monies typically go back into the General Fund and are allocated to PRPL.
