Staff recommends award of the Landfill Household Hazardous Waste Contract to Clean Earth Environmental Solutions for one year with an option to extend the contract for two additional years.
EXECUTIVE SUMMARY
The City of Billings Regional Landfill operates a Household Hazardous Waste facility to ensure residential items such as paints, oil, batteries, antifreeze, and pesticides are disposed of safely and in an environmentally responsible manner. Three bids were received, with Clean Earth Environmental Solutions submitting the lowest responsible bid at an annual cost of $76,319.50. Staff recommends awarding a one-year contract, with an option for two one-year extensions, for an estimated total three-year cost of $228,958.50, funded through the FY26 Solid Waste Fund operating and maintenance budget.
BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)
The City of Billings Regional Landfill (BRL) operates a Household Hazardous Waste facility to accommodate the disposal of certain items from residents. Items accepted for disposal are household quantities of paints, oil, car batteries, antifreeze, pesticides, etc. This household hazardous waste operation and contract ensures that these items are disposed of in an environmentally safe way rather than in the BRL. The bid was advertised on January 16, January 23, and January 30, 2026. Bids were opened on February 3, 2023, and three bids were received. Clean Earth Environmental Solutions submitted the lowest responsible bid.

The cost of the bids were calculated using historical quantities of hazardous waste. The following bids were received:
The estimated annual cost is $76,319.50 and the total 3-year cost of the contract is estimated to be $228,958.50. Funds were budgeted in FY26 in the landfill operating and maintenance budget in the Solid Waste Fund.
