RECOMMENDATION
Staff recommends that City Council approve the service agreement for a microwave radio communication system for communication between the existing water treatment plant and new water treatment plant from Red Tail Communications for $126,054.00.
EXECUTIVE SUMMARY
The new water treatment plant located on Hesper Road will be controlled from the existing water treatment plant. This requires a radio communication system to be designed and installed. The cost of the radio system is $126,054. Staff recommends procurement through the Sourcewell cooperative purchasing agreement for competitive pricing.
BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)
The City requires the design, licensing, equipment procurement, installation and testing necessary for a secure, reliable microwave communications link between the existing water treatment plant and new water treatment plant. This will allow the new plant to be monitored and controlled remotely. The link will use City installed towers at each of three sites to connect the existing water treatment plant through the City landfill and to the new water treatment plant located on Hesper Rd.
Staff recommends procurement through the Sourcewell cooperative purchasing agreement, which offers pricing comparable to competitive bids. The Sourcewell price was checked versus two other radio vendor quotes and the prices were $131,679 and $126,245 which are both higher than the Sourcewell price. Red Tail Communications proposed a split system which is the most flexible to modify and expand and the safest for our electrical staff to service rather than climbing the radio towers.

FISCAL EFFECTS
The radio system was budgeted in the West End Water Treatment Plant budget. The budgeted amount was $150,000. The price from Red Tail Communications is $126,054.

ALTERNATIVES
City Council may:
- Approve the Service Agreement with Red Tail Communications or,
- Not approve the purchase. If not approved, the new water treatment plant will not be able to be monitored or controlled from the existing water treatment plant.
