RECOMMENDATION

Staff recommends that City Council approve Amendment No. 34, Agreement for Professional Engineering Services with Morrison-Maierle, Inc., for a contract cost of $303,230.
 

EXECUTIVE SUMMARY

Amendment 34 allows our consultant to proceed with the design and engineering of the new airport West Shuttle Parking Lot Construction. The new parking lot will create much needed additional parking spots for the airport. The additional parking is also critical during the holiday travel spikes and will provide parking during the ultimate parking garage construction. Funding for the project will come from airport funds budgeted in the FY2027 Airport Capital Improvement Plan (CIP). Project costs will be reimbursed to the airport through parking fees.
 

BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)

During the master planning public meetings and other communications, the biggest complaint regarding Billings Airport has been inadequate parking availability. During the holiday travel spikes, demand for parking exceeds the airport’s supply and the existing cell phone lot is used as a shuttle lot. This cell phone lot will be repurposed this summer to be used for a new taxilane to provide additional hangar spaces. In addition, the airport has ultimate plans to build a parking garage, which will temporarily displace more than half of the existing long-term parking spaces. The airport must plan ahead and build a shuttle parking area to cover parking space shortfalls. The shuttle vehicle and drivers are part of the Parking Contract RFP, which is advertised at this time. An Independent Fee Estimate (IFE) has been completed and found Morrison-Maierle (M-M) to be 9% lower in cost. Amendment 34 will allow our consultants to complete their design work.
 

FISCAL EFFECTS

The design costs are $303,230 and the airport has $1.7 million budgeted in the FY2027 CIP for construction and design of the West Shuttle Parking Lot. The project will increase parking spaces and provide revenues from parking fees to reimburse the airport’s operating budget.
 

STAKEHOLDERS

ALTERNATIVES

City Council may:
· Approve Amendment 34 with Morrison-Maierle for the design of the West End Shuttle Lot in the amount of $303,230; or,
· Not approve Amendment 34 with Morrison-Maierle, and provide further direction to staff.
