RECOMMENDATION

Staff recommends City Council approve the attached resolution that will allow the City to reimburse expenses related to the storm sewer projects that it will incur prior to issuing bonds for the projects. 

EXECUTIVE SUMMARY

Public Works plans to install storm drains in various areas of the city to alleviate surcharge and flooding. The City will issue bonds in the Summer of 2026 to pay for the work. The attached resolution must be adopted in order for the City to reimburse those expenses from the bond sale proceeds.
 

BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)

Public Works plans to install storm drains in various areas of the city to alleviate surcharge and flooding. Included in the project is improvements to the Grand Avenue Storm as well as the Rimrock Road Storm, which will cover Rimrock Road 54th to 62nd and Rimrock Road (Clearview to 54th) transportation project. The West End Regional Detention Facility within the Broadwater Avenue drainage basin west of Shiloh Road. The Grand Avenue Crossing & Arnold Drain Regional Detention, which will provide stormwater detention for several areas along Shiloh Road and Broadwater Avenue west of 32nd Street West. 

FISCAL EFFECTS

This will not result in additional costs to the project.

The City Council may: 
  • Approve the resolution and proceed with the projects with the ability to reimburse expenses when the bonds are sold; or
  • Not approve the resolution
