RECOMMENDATION

No action is required for this Council agenda item as it is informational only.  At a future date, Council will be asked to consider approval of a resolution ordering improvements to assess certain adjacent property owners, approval of a resolution creating a streetlight maintenance district, and approval of a construction contract and contract administration services. 

EXECUTIVE SUMMARY

Work Orders 25-36 and 26-07 propose reconstruction and multimodal improvements to Rimrock Road from Clearview Drive to 62nd Street West, including roadway expansion, sidewalks, a multi-use trail, storm drainage, street lighting, and targeted intersection upgrades to improve safety and capacity. The project is being presented at the 30% design stage in accordance with the City’s Complete Streets Policy for informational purposes only, with no immediate fiscal impact beyond already budgeted design costs. Construction is planned for FY26–FY27 pending Council approval, with future actions required for assessment resolutions, a streetlight maintenance district, and construction contract approvals.

BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)

Work Orders 25-36 and 26-07 combine to reconstruct and improve Rimrock Road from Clear View Drive to 62nd Street West. Planned improvements include construction of sidewalk and multi-use trail; construction of two travel lanes; addition of a combination of two-way-left-turn lanes, turn bays, and median islands; storm drainage improvements, and installation of streetlights. The project also includes minor intersection improvements at 54th Street West to enhance traffic capacity, safety, and operational efficiency, as well as the potential addition of a Safe Routes to School crossing at 46th Street West.

The project is being presented in accordance with the Complete Streets Policy (Resolution 16-10550), which requires Council work session updates at the 30-percent design stage for large street improvement projects. This presentation will include information on traffic volumes, development of the proposed street cross-section, a summary of Complete Streets elements, and other requirements per Billings City Code Section 22-202(a), Arterial and Collector Street Construction.

FISCAL EFFECTS

There are no fiscal impacts associated with this presentation, as it is for informational purposes only. Design costs are included in the FY25 and FY26 budgets, and construction is programmed in the FY26 and FY27 budgets, pending Council budget approval.
