No action is required for this Council agenda item as it is informational only.  At a future date, Council will be asked to consider approval of a resolution ordering improvements to assess certain adjacent property owners, approval of a resolution creating a streetlight maintenance district, and approval of contracts for construction and contract administration services.

This work session provides a 30% design update for the Monad Road Improvements Project (W.O. 26-11), consistent with the City's Complete Streets Policy. The project will widen Monad Road between Daniel Street and Moore Lane, improve pedestrian and bicycle facilities, upgrade storm drainage and water infrastructure, add streetlights, and enhance traffic operations and pedestrian safety. This is an informational presentation only; Council action on assessments, the streetlight maintenance district, and construction-related contracts will be requested at a future meeting.

W.O. 26-11 will improve Monad Road between Daniel Street and Moore Lane (a minor arterial street).  Planned improvements include roadway widening from 2-lane to 3-lane with a two-way-left-turn lane; construction of sidewalks and a multi-use path with a boulevard buffer in most areas; improvements to stormwater drainage; replacement of an aging waterline; and addition of streetlights.  The project also includes extending the east-bound right-turn lane at Moore Lane and constructing a pedestrian crossing in front of the MET Transit Administration facility further to the west on Monad Road.

The project is being presented in accordance with the City's Complete Streets Policy (Resolution 16-10550), which requires Council work session updates at the 30% design stage for large street improvement projects.  This presentation will include information on traffic volumes, development of the proposed street cross-sections, a summary of Complete Streets elements, and other requirements per Billings City Code Section 22-202(a), Arterial and Collector Street Construction.

There are no fiscal impacts associated with this presentation, as it is for informational purposes only.  Design services were included in the FY26 budget, and construction is programmed in the FY27 budget.

Project funding is as follows:

• FY26 Budget: $660,000 with $493,200 currently encumbered for professional services provided by HDR, including project evaluation, design, and bidding.
• FY27 Budget: $5,310,000 for construction and construction administration

Funding sources include Street Maintenance District Fees, Storm Fees, Water Funds, and property owner assessments.  MET Transit will fund the pedestrian crossing in front of their facility.
