Staff recommends the City Council approve the contract with Musco Lighting to install new lighting at Amend Park for quadrant "A" soccer fields.

PRPL is seeking Council consent to utilize a state purchasing contract through Musco Lighting to install new lighting at Amend Park for quadrant "A" soccer fields. The originally planned project was a new artifical turf field which was included in the Capital Improvement Plan for FY29. South Billings Urban Renewal Assocation (SBURA) voted to recommend removing the additional artificial turf field and in its place add new lighting for quadrant "A" soccer fields. Additional lighting will extend the use of the fields by allowing extended play and practice. The project will be paid for with funds from the City of Billings' South TIF. 

This lighting project was recommended by SBURA to replace the planned additional artificial turf soccer field, which was included in the most recent CIP for FY29. SBURA is recommending this project be moved forward into FY27. 

This project was not included in the FY27 budget, however the South TIF fund budget included $1.5 million for unspecified development projects in FY27. This project, if approved, will utilize the unspecified development project budget authority, and no budget amendment should be necessary. The project budget is $560,000. Sufficient cash in the South TIF fund is available to cover the cost of the project.

City Council may APPROVE or NOT APPROVE. To not approve will mean that lights will not be installed and the versatility and use of the fields will not expand.
