PROBLEM/ISSUE STATEMENT
The route for the Big Sky State Games 1/2 marathon and 10K scheduled for Saturday, July 16th, was originally planned for outside the Billings city limits; however, due to the recent oil spill affecting the route area, the route needs to be modified and moved within the city limits.
Who: Big Sky State Games
Event: 1/2 Marathon & 10K Run
Date and Time: July 16, 2011 6:30 am until 10:00 am
Where: Modified race route starts at King Ave W near Shiloh and most of the route will be on the bike path along Shiloh. The route continues to Rimrock Rd heading west to Yellowstone Country Club on the residential streets. The runners turn around and retrace the route back to King Ave West and Shiloh.
Recommended conditions of approval include Big Sky State Games.
1. Provide approved certificate of insurance naming the City of Billings as additional insured.
2. Provide and install adequate traffic barricades and signs directing motorists around closure.
3. All course guards (flaggers) shall wear safety vests and use approved STOP/SLOW paddles.
4. Provide police assistance where necessary.
5. Notify all emergency facilities, bus lines, and media prior to the event.
On June 13, 2011, Council approved street closures for two other Big Sky State Games events scheduled for July 15th and July 17th.

FINANCIAL IMPACT
There are no additional costs to the City of Billings to accommodate this route change.
RECOMMENDATION
Staff recommends that Council approve the route for this portion of the Big Sky State Games event.
