RECOMMENDATION
Staff recommends approval of the purchase of replacement parts for the Trojan 3000 Plus UV Disinfection System in the amount of $115,960.09.
EXECUTIVE SUMMARY
Public Works is requesting City Council approval to purchase replacement components for the ultraviolet (UV) disinfection system at the Water Reclamation Facility from Trojan Technologies in the amount of $115,960.09. The UV system provides continuous disinfection of treated wastewater prior to discharge to the Yellowstone River and is critical to maintaining compliance with the City’s discharge permit.
Trojan Technologies is the original equipment manufacturer and sole known source for compatible OEM replacement parts for the existing UV system. Periodic replacement of these components is necessary to maintain reliable system operation and reduce the risk of disinfection failure and permit violations.
The purchase will be funded through the Wastewater Fund. The current budget includes $150,000 for this equipment, and the proposed purchase is $34,039.91 below the budgeted amount.

The Water Reclamation Facility (WRF) utilizes three ultraviolet (UV) disinfection modules to disinfect treated wastewater before it is safely discharged to the Yellowstone River. The UV system operates continuously and treats the City’s entire wastewater flow, averaging approximately 20 million gallons per day.
Components within the UV modules require periodic replacement to maintain reliable operation and ensure continued compliance with the City’s discharge permit. Failure of the UV disinfection system could result in inadequate disinfection and a permit violation with the Montana Department of Environmental Quality (DEQ).

- Not approve the purchase of the replacement parts. If not approved, the routine maintenance of the UV system will not proceed. The UV system will eventually fail, resulting in the discharge of treated wastewater that exceeds the permit and could result in fines from the Montana DEQ.
