RECOMMENDATION
Staff recommends that the City Council confirm, by resolution, the newly promulgated Airport Rules and Regulations.
EXECUTIVE SUMMARY
The current Airport Rules and Regulations have been in effect since 1999. The new rules add clarity to the changing technologies, updated business practices, and new federal regulations.
BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)
The FAA requires airport compliance with all of their grant assurances. Federal Aviation Administration Order 5190.6C, also known as the Airport Compliance Manual, provides guidance for airports to adopt minimum standards for compliance with FAA requirements. The Billings Logan International Airport (BIL) has created a compliant playing field for the airport users via their Rules and Regulations, which have served the airport well since 1999. After 27 years, it was time to provide an update due to changes in technologies, business practices, regulations, and the overall air transportation system. Attached are the updated rules and regulations for confirmation by the City Council.
FISCAL EFFECTS
Standard government practice is to provide new Rules and Regulations via a website and other social media, thus negating printing costs. Continuation of the existing rules and regulations increases the risk of airport non-compliance with the current FAA grant assurances, which could result in millions of dollars in grant delays, grant denials, or in a worst case scenario, grant paybacks.
