Staff recommends the City Council award a contract for W.O. 26-34 Zimmerman Rock Underpinning to Global Rock Works, LLC in the amount of $232,000.00.
EXECUTIVE SUMMARY
Public Works recommends awarding Work Order 26-34, Zimmerman Trail Rockfall Mitigation, to Global Rock Works, LLC in the amount of $232,000. The project will stabilize an approximately 70-foot-wide rock segment along Zimmerman Trail that has been identified as a potential rockfall hazard. The work will include installation of anchor bolts, wire rope cabling, steel anchor head plates, and shotcrete to stabilize the rock segment. The project was budgeted at $200,000 in FY27 using Street Maintenance District Funds, with the $32,000 overage to be funded through capital project savings or deferral of other planned capital projects.
BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)
In 2025, the City contracted with Terracon Consultants to perform rockfall hazard evaluations along Zimmerman Trail. Terracon’s evaluation identified an approximately 70-foot-wide rock segment located about halfway up Zimmerman Trail that exhibited undermining and stress cracking. The evaluation concluded that these conditions could eventually result in failure of the rock segment and rockfall onto or near the roadway. In March 2026, Terracon performed additional evaluation of the rock segment to further assess the potential for failure and develop a mitigation design. Based on this work, Terracon designed an underpinning stabilization system consisting of anchor bolts, wire rope cabling, steel anchor head plates, and shotcrete to stabilize the rock segment and reduce the potential rockfall hazard.
W.O. 26-34 was advertised on August 28, September 4, and September 11, 2026 in the Yellowstone County News and on the City's website. Bids were opened on September 15, 2026 and six bids were received. One bid was rejected due to irregularities. Global Rock Works submitted the lowest, responsible bid.
